Player A activates console 1 and reveals a HVT. Player B activates console 1 and reveals a HVT. Player A activates console 1 again. Can he reveal another HVT?
That's a possible reading of the rule, yes. :-( I suggest that the mission be played so that you need to activate all three Consoles if you want to reveal all three HVTs. I believe this was clarified when the mission was first published partway through that ITS season, but have struggled to find the original post.
