Yes. It's the only Palbot that has the G: Servant Special Skill, so it's only the Palbot that's banned from Synching.
Of course if he meets other requirements. Irmandinhos for example could have a G:Servant, but they cant Synchronize Civilian due too Impetuous characteristic.
