As it was stated before the basic rules need a bit of clean up, with them respecting a strict vocabulary, changing a few things about drawing lines of fire to make play by intent legal, and defining play by intent once and for all. Aside from that is a slight bloat problem in term of skills and how they are organised. I think CB should restrain to add too much skills to the game except when they are trully fun and iconic. On a personal note, it is hard to bring player to the game, it's simply too much for many players, i won't blame the game itself tho, some people aren't made to play this game and it's not about being smart or whatever, but it is a niche game. Both 2e Warmachine and Malifaux has a much easier way of bookkeeping your army, and codexes have always been a bit of a weak point for Games Workshop, though it used to be that relevant info was sufficiently up to date. Even now, nearly two years after they were allowed, CSU haven't been added to any type of publication for ISS. Army has supplanted the faction and sectorial lists even if it's meant to be the subservient to them.
Given several examples in the rule books, I'm pretty sure CB doesn't play by intent, and doesn't want to play by intent. Read the movement example: You point to the spot you want (intend) to move to and you don't make it all the way there if you don't have enough movement!
Pbi can be made quite simple and quite user friendly, i gave it a lot of thoughts recently, then i read the 500+ posts on pbi, and realized that there was a possibility of implementing it as a complementary rule for speeding plays. They've been getting faster and better, though. It's hard for me to keep up when these days Army is the place we initially see new profiles, rather than the books or PDFs.
Thats another problem with Play by Intent. Its not clear what it means since everyone seems to have a different idea about that.
That's why you declare your intent in how you intend to play by intent before you intend to play by intent.
pbi should be about movement and line of fire and that's it. "I would like to move here, staying in cover, and i can draw line of fire to those two models, do you agree ? " "yes it seems ok" then measurment takes place to insure the move is valid, if not the usual rules stand, you move the model as far as possible and check lines of fire. As i understand it PBI doesn't allow to backpedal on an action, it allows people to agree about lines of fire before the move occur. The one thing that's clear is: The publication of a vigilant FAQ or rulebook edit would be completely justified. Discussion of the words "Play by intent" is really fascinating if you're interested in studying degenerate social behavior on interactive platforms contrasted to the behavior observed between players in a game. It really makes me nostalgic for my human subject testing days.
