Heck yes. I'd even love to see just reworked Khawarij with NWI added as an expensive, mobile pseudo HI.

Oh hell yes, if khawarij stayed the same but gained NWI, they would be perfect. That would give just the survivability edge they need without them being too good. At least in vanilla, a link might be too good. I also thought about a "what if" for Rama that had runihura be the only supersoldier program and all other supersoldier units are just variants of the khawarij. Mukhtar are just khawarij chosen to use HI armor, or numair is khawarij trained for infiltration tactics. It's an interesting concept.

 

I've do admit that your post rekindled my interest for Ramah, personally I'd like a supersoldiers sectorial army, who wouldn't want that?
NWI on Kawarji would be perfect.
