Four is a good number. One per quarter. Enough time to gather money. But I really agree with @Plebian I'd love to see more skins.
We need to define what is an expansion. We know new general decks are coming, new skins too, and new hexadomes. I also seem to recall that new aristos are unlikely for 2019.
No new Aristos ? Nooooooooooo Were did you get this info, I need to see it from my own eyes ? My sadness will be at full potential once it is done.

I think the "No new Aristos statement" was refered at a question on the forum where someone asked for a new starter for Season 2 with 8 new Aristos and the asnwer was that Season 1 was too short so we won't see a new Aristos starter. For new Deck I hope it's just something that we get with Errata ect, but seeing the video it's not seems the case. For how the explained they just want other basic Tactics Deck, the one we have no is the general one and they want to make some more focused on damage/control/defense.
If you are refering to the other tactics Deck I think that CB will sell them. I don't know if they will sell all alternative Deck in one pack or you Can choose a specific one. But considering that every Deck will have 10 card I think it should be cheap.
December they said, or are you looking for a specific date? If they do it like the expansions it will be translated to 4 languages, so that's a 40 card deck. The amount of cardstock I'm getting from the expansions worries me. What do you do with the remaining 60 cards from your expansions guys?
We citizens of the United States are known for our lack of knowledge of languages other than English. However many of us studied some Spanish, French or German at school.
