Small clarification if I may? "Affects target" = has an effect on the target? I.e. a Jammer on a Druze (or other Veteran without Comms Equipment) would not result in a Face to Face?
Sure it would result in a Face to Face vs a trooper with Veteran. They're still being forced to make a BTS save and entering the Isolated state. It's just that Isolated state then has no effect on the trooper.
Okay, I was just under the impression Isolated didn't work on them 'cause of the ITS9-related answer that Veteran troopers never enter Isolated state.
Seconding this. The current rules entry for the Jammer reads like the N2-era entry for Morphoscan. It's not nearly as well put together as any current rule entry.
