B2 Flash Pulse that hits BTS/2? Most troops don't have BTS anyway, so it's not going to be an advantage against, say, Ariadna (or most of Haqq). Stunned is pretty mean, B2 might be overkill. But there is this nasty thing called a Blitzen, which shoots EM2 ammo. If you hit, two rolls at halved BTS or suffer Isolated (and IMM2 if you're HI, TAG, or REM).
You can put Enhanced Reaction for a Fugazi Dronbot, and that is - as Section9 pointed out - pretty close to what you whish. (Love the idea, by the way....)
You can EVO Overclock and have Fugazi and Pathfinder do it in mass during reactive turn, kind of a mirror version of what you want
I hadn’t thought of the Blitzen, only problem is the limited ammunition. But I was also thinking of something that only does the Stun or ISO/IMM rather than damage plus **Effect**.
