    Hassassin hit list: @Section9
The Hassassins have one objective: to protect the Search for Knowledge. This guiding principle seems simple, but its implications are vast.

Anyone who opposes the Search for Knowledge is a target, reactionary or fanatical organisations in particular, but also anyone who seeks to hinder scientific or cultural advancement for political or economic purposes. The Hassassins are also implacable foes of existential threats. The most obvious is the Combined Army, but this stretches to scientific organisations pursuing research into weapons of mass destruction. (The Black Labs of the Nomad Praxis are frequent targets.)

Moreover, the Hassassins seek to stamp out attitudes and ideas that might block the scientific and cultural progress of the Human Sphere, often by assassinating advocates for these ideas. The Hassassins wield these deaths as a propaganda tool. Enemies of the Search for Knowledge should always live in fear.

Terrorism: Since we have no idea of laws and legalities of the Haqqislam declaration that the Hassassin are part of the government/government agents it's impossible to decipher if they are conducting "unlawful" actions or not. Which in the US at least, is still legally defined as terrorism. Leaving that at rest, there as a period (darn if I can find it again) during which the Hassassin were not part of the government and would be classified as terrorists by anyone's definition. I believe that was the final motivating factor for said declaration.

At any rate, the Hassassin Bahram is not the entirety of the sect.

    The gray is real.

    :D

The Hassassins are kind of weird re. terrorism vs. state sponsored assassination.

In the background there's the known Hassassins, who are basically just the Haqqislam State/Military Intelligence but with a bit of dressing up. Everyone knows who they are like everyone knows who the CIA are. They are actually cover for the real Sect, who are a lot more esoteric, independent and scary than your average Haqqislamite knows.

Essentially the Hassassins sect sees itself as keeping Haqqislam itself on the straight and narrow, and only really answers to the Hachib. Even then there's not a lot of oversight, though the Asawira regiment does keep a strict eye on them and provide a check; if they overstep their boundaries they get liquidated.

Sometimes someone dies and people think "oooh that was the Hassassins!" but that's more of a cover that they use for their real work, which is quietly targeting specific individuals in the shadows to destroy broader threats. Outside of the Sect, nobody really approved the target but the mission was carried out and nobody got liquidated so it kind of tacitly is approved because oversight didn't step in on behalf of the Hachib. On the other hand, there's no real evidence that it was the Hassassins and Haqqislam can just say "nah wasn't us," plausible deniability is a hell of a thing. But the big high profile kills are mostly just to draw attention away from the real work.

I think that sometimes, the Hassassins can be considered distinct enough from the Haqq government to be considered independent terrorists with state sanction, and who's to say any given terrorist attack wasn't conducted by them anyway? They're certainly one of the best Sphere organisations for conducting clandestine "nobody can prove, or even really do anything but speculate, it was us" operations and they have some unique tech and skills that help them there. I think the Hassassins deliberately push the idea that any killing could be them, conspiracy theory style, when in reality they're probably a lot more circumspect.

Also, the Hassassins do the thing no other intelligence agency in the Sphere dares to pull: actual, public, state sponsored hits.

Of course, when it suits the needs of Hassassins or Haqq in general.

You see, every other agency needs you dead? You'll be killed "in an accident", or "by unknown parties", because the public in a given community wouldn't stand their government ordering such a thing.
Hassassins need you dead? You'll be found in your bed with a Hassassin knife in your heart, and a carefully calligraphed death sentence beside you. Because Hassassins wanted everyone to know who you've crossed, and why - and so nobody should repeat your mistake... Sure, they don't do that kind of stuff everyday, but when they do, they make sure it will be known.

Hassassins also function on the belief of keeping HUMANITY safe, not just Haqqislam. If you have not checked out the Govad's background in their shadow war against Eclipse, definitely check it out, it is really interesting.

Hassassins conduct state sponsored terror against those who threaten the search for knowledge, but in the world of Infinity that's the most noble-minded you get. PanO does sketchy secret ops (and mental cloning - see Outrage) to further political aims. YuJing commits large-scale atrocities to keep their population in line. Nomads have mad scientists working on unwilling human and animal subjects, mafia bankers, and an order of anti-AI crusading nuns founded by a charismatic schizophrenic. Then there are the mercenary armies that will kill you for money. Finally, the Tohaa are using humanity as a speedbump to slow the Combined Army, which, in turn, sees all races as either tools or impediments for the EI and Ur on their path to ascend. In that context, the Hassassins compare pretty favorably to the most morally questionable elements in each of the other factions.

Hassassins hunt the corrupt enemies of humanity. They are the white blood cells we need to fight this virus in humanity called greed. They truly the only good people in the Human Sphere. :D
