I did a list of what is needed for the new classified (standard mode) to prepare for my next tournament (with highly classified) a) 3 Objectives can be done only by a Veteran/Elite/Chain of command (net undermine, kidnapping, capture) b) 1 Objective can be done only by a MI or a HI (follow up) c) 1 Objective need a CC specialist (predator) d) 1 Objective can be done only with D-Charge (sabotage e) 1 Objective can be done only with MSV/Biometric/Senseur (identity check) f) 2 Objective can be done only by hacker (espionnage, data scan) g) 2 Objectives can be done only by Doctor/Paramedic (inoculation, experimental drug) h) 2 Objectives can be done only by Forward Observer OR the spotlight program (telemetry, designation) i) 2 Objectives can be done only by Engineer (test run, retroengineering) j) 1 Objective can be done only by a Forward Observer or a Hacker (mapping) k) 1 Objective can be done by an Engineer or a Doctor or Datatracker (nanoespionnage) l) 3 Objectives can be done by everyone (rescue, in extremis recovery, extreme prejudice) Having everything in one list is now even more crazy than before. 17 objectives needs special troops Moran and zero answer to all tthe hacker/FO objectives => 5 Prowler answer to MI/Veteran/D-Charge => 5 A combinaison of Daktari/Clockmaker and Tomcat is necessary but I'm not sure what to take => 5 CC specialist could be one or two morlock. Not easy but doable. => 1 The MSV/Sensor objectives can be done by the intruder late game or by a meteor zond (or pi-well) early => 1 Now, time to work on a list (in vanilla for me). And you, what will you use (in vanilla or sectorial) to fill all the slots ? Do you think it's doable while keeping a good enough list ?
Personally I think the way to play this is a 'draft'. Both players take turns picking 2 Classifieds for the 4 open classifieds. Shuffle the deck and then the standard draw 2 pick one for your hidden classifieds. I'd go Tomcat Engineer over Dr: it provides sabotage redundancy and can bring it's own REM for the "fix a Str" option. Uberfalls is probably a good option for the CC Trooper: gives you lots of things to heal / repair.
If you already have a Tomcat engie consider Hellcat paramedic instead of another Tomcat Doc. Not only can it doctor roll the HVT it gets all Elite classifieds and the MI one. Most highly classified lists can fit 2 AD. Hellcat AHD is really good too but your hacking objectives are probably covered by an infiltrator. Bandit KHD or FO has pretty good coverage including Predator as well. It would probably be good to have more than 1. Of course Bran is the best at it.
i did a similar analysis but not into as much detail as how many of each is needed. My previous base list was 1 hacker (HD/AHD as all FO can be done by spotlight), 1 doctor, 1 engineer (as they always carry d-charges). ITS9 added that one of those troop be a Vet/Elite/CoC. ITS10 adds a CC capable model, a bivisor/msv/sensor and 1 of those to be a MI/HI. Let's not forget it also adds that Char are now also Vet, so kidnap is now done on Vet/Elite/Char/CoC In bakunin the minimum is personally covered by Zoe (HD, Eng, Char) PiWell (covers Sensor), Daktari/Avicenna (depending how much Pts i have), Chimera (or morlock but most of my list have a chimera already) Any choice of MI or HI, for example Riot could do both the HI and the MSV. A non Zoe/PiWell option for me is Daktari + Clockmaker + Custodier + Chimera + MSV Riot or Sensor Stempler. In tunguska, unfortunately we must start always with Daktari + Clockmaker. Either Mary or Zondnautica AHD will cover both HD and Vet/Elite/Char. CC model will have to be either Perseus or Raoul. Grenzer will cover MI and MSV. Alternatively, having started with Daktari + Clockmaker + Perseus/Raoul, You can have a hollow man link that covers Vet/Elite, HI, and AHD. Leaving you with choice of Stempler/Grenzer for Sensor/MSV. Stemper is usefull anyway against camo. As you mention Meteor can also do the sensor stuff (and FO at the same time), I don't use it that often.
Why is everyone so pitched about the CC capability? As far as i understand it, everyone can do Predator. Yes.. .They could fail the roll against an unconcious model but even a REM is able to do this Classified.
Don't forget that Characters count as Veteran, so they can do Net Undermine, Kidnapping, and Capture. This plugs a lot of hols for me because I take so few vets or elites. Mary Problems is a real Queen of Classified Objectives in Season X. She's a hacker, so she can do 4 Classifieds there, she's a Veteran (thanks to Long Service) so she can do 3 more, and she makes a decent Data Tracker in many missions, so she can also do Nanoespionage. She's a great unit with a very efficient profile so she's probably in a lot of lists anyways.

Yes but a crit with EM CC weapon works only on EM not on normal, so your target can still do an ARM roll and survive despite your crit. So it's more efficient for a morlock with EM CC weapon to use his bare hand to kill an unconscious target when ARM up a little, if not EM stay more interesting (the tipping point is between ARM 7 and 8)
