Since it doesn't specify I'm assuming it means the active character itself, in this case Kozmo. Otherwise it would specify it, like Koorie Queen's Special Spin. Reading it in spanish you have two separate sentences, which further implies it is Kozmo's range.
Bilingual @treiral comes to our rescue yet again. Thank you. I always thought it was from Kozmo himself. However our brother Warcor @Knighth00d from New Zealand posted a recent youTube game and thought otherwise.
From the Reference Guide (Tactics, p. 15, last bullet): So yes, as long as the Tactic doesn't specify, you measure from Kozmo. :3
