The Sapper skill is a whole order skill. It is not a movement skill. My understanding of it is as follows. A model declares a "Whole Order Skill" of entering the Foxhole state. Enemy models that can see the model, or are within zone of control, can declare AROs. In the resolution step, S2 model is replaced by a S3 model. As it is the resolution step, any enemy models that did not get an ARO before do not get an ARO if they can now see the S3 model. Have I got anything wrong?
