The stats for ninjas just says "Infiltrate" but not the level of the skill, does the ninja use Infiltrate 0, 1 or 2?
Regular old "Infiltration" is Level 1. Otherwise it would be specifically called out as Inferior or Superior.
The Ninja profile actually says Infiltration, which is Infiltrate Level 1 http://wiki.infinitythegame.com/en/Infiltrate
