This came up last night: As the first short skill of an order, a Fanous remote moves into ZOC but not LOF of my preta. The preta declares dodge. As the second short skill of the order, the Fanous moves into LOF of my preta. Does the preta take a -3 to her dodge roll, or roll without a penalty?
MODs are determined at Resolution. At Resolution the Fanous has LOF to the Preta (Edit: and vice versa) ergo no -3 Penalty for Dodging within ZOC but no LOF.
