No, but Haqq also don't get Nisse, Swiss Guard, Bulleteers, Auxilia, Kamau, or Joan, so they can have their Tomcat-who-can't-shoot-straight and we'll just keep killing their units before the doctor can get to them.
I find this interesting, as my JSA are lower BS, lower WIP, and have no fancy doctors or shooty murder things, but we do have the best baggy pants for the fashion win. And we have CC Hi that can murder basically anything, including Tags, so I can't really complain. Point is, each faction has something good about it - Haqq gets to have insane WIP and optimized profiles... too bad they are generally made of paper and a Hac Tao HMG or Swiss Guard can usually kill 50+% of their army by itself. Tradeoffs.

The same exact wording, nothing to prevent use of Doc+ through a servant. If the target is within 8, BS for Medjector would be 14, I've never thought of a knightly BS as of a stinky one. And I absolutely can't understand why SMG gets so much hate - I've been running guys with SMGs in USARF and JSA and have no complaints about that weapon, especially on an AD trooper.
I do see the point being made here. It isn't that PanO stuff isn't good, it's that PanO stuff isn't creative. Look at this new AD unit, we do see some creativity being applied here; Haqq received a good competitive profile, a mirror of a classic Nomad favorite, but with some distinct Haqq twists to brand the unit as being part of the faction. It's got similarities to the Cube Jaeger, but with some optimal twists, better survivability, and an increased pricetag to mirror those elements. It's a good unit.
The nasmat is coming on the exact same edge at the exact same time. I honestly think you just picked the wrong faction. If you wanted reliable shooters, Pan-o, if you want reliable specalists, Haqq. Stop wishing the faction does something it isn't meant to, it will get you now where and just hold you back.
What about a Tag with super jump? a Mechanized bot, a Tag with camo? Just becuase Pan-o spends its time complaining about how everything isnt perfectly executed for them (and it isnt for anyone) doesnt mean there is no creativity in the factions units.
Each faction has their things. If we don't like one factions things, we can switch to something else. PanO shoots, to the extent that we twice as many units at BS15 than every other faction combined. So, we don't have excellent WIP, only average, etc. Again, swings and roundabouts.
You can't have all those things in the same list and still have it be a functional list. Similarly, cherry picking a few units to defend your argument doesn't necessarily mean it's reflective of the faction as a whole. It's like me picking the Spetsnaz and Margot and claiming Ariadna is the best gunfighting faction in the game. On the broader topic, I think the PanO Sectorials are pretty creative. Units like versatile Acon Regulars in SAA, CSU/Fugazi/Fusilier blend in NCA, Magisters fueling the big boys in MO, these are characterful executions of PanO's theme. But Vanilla PanO is pretty dull, when it should be the most flexible/interesting/versatile way to play PanO.
Vanilla PanO has a host of issues, one of the biggest problems is that whatever it can do - ALL of the sectorial can do better

The Medjector, from my point of view, is another Full Auto: a rule (skill/gear) that does the same as others with a minor alteration. Darn it, Corvus, remove the interaction between the Tohaa's armor and the medikits, and just give them medjectors instead if you insist on making a new thing! Let's see. The best shooter Haqquislam has is the Maghariba (S8 TAG) and the Asawira (BS14... on a Frenzy HI that costs 30/50% more than the usual cost of what Haqquislam aligns...). Then you go to compare Fireteams... and say they have units with "ok BS". But fail to mention that Haqquislam has literally ONE unit with TO, three units with Camo, a single HMG Multi (Maghariba), all the MULTI snipers are mercenaries (Le Muet, Knauf, Druze), and has 7 troops (one of them a character, another the TAG) with 2+ wounds/Structure... of which all have BS13 but for the Maggie and the Asawira. And you forget to mention how Haqquislam has 0 second generation remotes. Or a single profile with MSV2. Frankly, the Hakim is another thing that has doctor on Haqquislam, in that regards... well, it's even less interesting than the Tomcats, since here you can spam doctor plus for 16 points (ghulam) or 19 if you want them in the middle field (Halqa). An analogy for PanO would be, simply, like a BS12 fusilier-like troop. Who comes in a 2 troops + 2 servants box, but AVA1.
This kind of simplistic breakdown is frequently used to make a point against PanO, but if this were the full extent of the argument, then Haqq would always lose and PanO would always win. Obviously that's not the case... Haqq has good tools for hurting things. Example: Djanbazan smoke shooting (something PanO doesn't have) creates a statistical likelihood that's greater than if the Djanbazan were simply BS15. Chain rifles (something else PanO doesn't have) also kill without equating to BS. Jammers and E/M (both available to Haqq) also neutralize threats without requiring BS. Fidays engage in close combat with higher likelihood of a favorable outcome than many PanO shooters can achieve. Haqq's a good example of having good tricks, and also having effective workarounds that make the faction playable without needing to super-inflate the BS stat. Haqq illustrates that Ballistic Skill is a nice stat, but it's kind of a hollow one, since there are many other ways to achieve a tactical goal. That's one of the operating premises of the game. The point that many PanO players are attempting to advocate is that we don't like seeing PanO painted into a corner because of the design ethos for the faction. We're at the point where we're okay with a model being BS12 instead of 13 (or whatever) if it means getting some interesting utility or thematic rules that help us feel a more engaged connection to our army. We don't want the same levels of utility as Haqq, but that doesn't mean every new profile we get should be the same (which it honestly feels like sometimes.)

It's rather funny the asawira is getting a mention actually. You have disdain for its BS14 becaise if it's high cost. Well now imagine all your troops pay that high cost. Every single one of them.
