I am under the impression that yes you can, and discover becoming burst 2 in that case as they occur simultaneous and so you roll both skill.
If its against any form of Camo it essentially becomes B2, with any success replacing the marker with the model. For Impersonaltion-1 checks, the marker is only reduced to Imp-2 even if both succeed. This is becasue of the line "Upon a successful Discover Roll, the Impersonator enters the Impersonation-2 state. It's still effectively B2, since you get two chances to succeed. But only one of the successes will matter if they target the same model. (The failure won't matter until the next order.)
