Yes, you have to place them in the same combat group and have to be bought together in the Army. However, they do not need to enter the table together (it has been mentioned somewhere by the staff), so you can drop Duroc with his Impetuous order, act with him as you want, and Margot can enter at a later time.

Surprise shot can be used with forward observer. You can generally combine any number of skills as long as no more than one of them has the negative feedback rule, and all the requirements are met.
Forward Observer is a BS Attack and explicitly acts as a BS Weapon*. Surprise Shot requires you to use the skill together with a BS Weapon, so yes you can use Surprise Shot (Forward Observer). It's important to pay attention to the requirements and labels on skills (and sadly sometimes the examples). * This also means you can use Triangulate Fire with Forward Observer. That's an oversimplification. I can't use BS Attack and Carbonite at the same time, for instance.
True, but since you can't use more than one short order skill that isn't movement in any order I didn't think it was very relevant.
Except when using the non-movement skill Surprise Shot together with the non-movement skill Forward Observer ;)
The short order in question is a BS Attack. The problem here is that the word "skill" is used when referring to the short order skill and the special skill, and my underestimation of the pedantry of the forums...
Oh it sometimes gets much more ridiculous levels of pedantry than this. I'm a featherweight pedant. Other times any shit will fly. Sorry for being picky :)
