But you can be a VILLAIN, or a villain. At my point of view YJ and others factions has their own deads in the closet. Perhaps YJ use some inappropriate and doubtable ways, but isn't that different than others. Ok, we get it. We are the bad guys and the only reason that make HS weak against CA. But if we "must" be the villains, I want to be a terrifying, wise, planner and respectable VILLAIN (a dark Vader, Tywin Lannister,...). Right now we look like a shabby villains... Quite sad.
How the hell yu jing answer O-12 dor Japanese recognition? Stay silent and just swallow this? That Yu jing do about PanO propoganda? Against Nomads that support JSA? That the answers i wanna know after reading this book. We are super power damn it, and we just stay silent? O-12 chose JSA rather than Yu jing, they are even sane? There Ca here you know? And now we have superpower with wounded pride? Any aftermath for HS, after pissing Yu jing off? If higt command in rage mass murder Japanese, where guarantees that Yu jing dont start a war with all HS in rage? Where Yu jing reaction to this events? I undestand this JSA book but, but , but! The same way PanO responded in O-12 recognising Ariadna as a separate nation and not the "stranded survivors" of some of the nations that comprise her, or how they responded when O-12 recognised the area of Svalarheima Yu Jing had taken over as theirs, how Ariadna responded in O-12 decreeing that zones on their planet are "not theirs" ectr ectr, protesting and not outright recognising it, but practically what can they do? O-12 is a real power house and the political machinations they have are too complex with everybody involved to try and unravel them and getting kicked out of circulars as reparations is too much. Yu Jing accepted that they cannot do anything now and prepare for the next day, if you think JSA will have a shiny day or that they will ever crawl out of NA2 you are really mistaken.
Personally I was disappointed that every single rebellion narrative started with "the JSA/kempeitei bomb or round up the local ISS base". I wanted at least one location where the ISS base held out and crushed the local rebellion, owing to kanren tip off / plucky pheasant agents / bao guards seeing through kempeitai hoods etc.

I think the point might be more that PanO didn't respond to Ariadna's intransigence by bombarding Mat'. In each of those other examples, responses were angry, but restrained. If Yu Jing really has lost its temper here and lashed out with extreme violence, the situation isn't really comparable, the decision-making that in those other instances has the power feeling wronged hold back and bide its time isn't the decision-making we seem to see unfolding in the corridors of power in the State Empire.
But none of the other situations are truly comparable to open revolt within a state, with members of every branch of government and the military murdered in their beds by the rebels. YJ suddenly faced a large portion of its populace attacking at every corner and at every turn with a blind fanaticism without boundary. Couple that with all of the other powers looking for a way to humble YJ and to gain a client state, and you have an almost no win situation for YJ. Too lenient, and facts on the ground will make things harder in the Oberhaus. Too harsh, and the same kind of problem. Over the hand of peace, only to get burned? Then worry more about pacification rather than hearts and minds. This wasn’t a years long campaign, but rather a short, brutal on both sides civil war.

Exactly. Which is why the O-12 declaring that Yu Jing has to stop defending itself is so egregious; the idea that YJ can't count on that level of support from O-12 means that it's basically the geopolitical equivalent of Best Korea in terms of how well liked it is. Even modern-day Russia could annex part of Ukraine without the international community doing anything about it directly (though there were sanctions). More and more I think the O-12, as conceived as a "UN with teeth" is just an untenable idea.
If it has so much power why isn't it the focus of the setting? Shouldn't all decisions be made by, or at least with the ok of, Concilium and the powers that be?
Concilium has beyond an army and fleet of its own, not big enouph to be a superpower, big enouph to intimidate the superpowers if it is needed, more importantly they control the Circulars and this means the trade and the threat of sanctioning circular usage is enouph for anybody to think twice. Moreover it is the big political arena, everything is done in a huge power struggle under the table, Nomads and Ariadna were accepted as nations with underground political moves, same goes with the new Japan, Yu Jing know they cannot win this and more importantly Japan has seceded with unimportant bits of territory not worth to go in a war possibly with PanO over it. It is a balance of risk and reward, they would rather have the traitors brought to heel and the Kuge to execution, but they lost the political game and the risks for territories so unimportant they sent the Japanese there, is too much to bother. As I said at start its mainly hurts Yu Jing in the pride, not in any real way.

This is just factually untrue. It's bad enough in terms of gameplay consequences. PanO smells weakness, for certain. And if Yu Jing is so incompetent that the Kuge can outmaneuver them at the O-12, then PanO *certainly* can. I presume taking Svalarheima from Yu Jing is on the agenda.
No, I mean, why aren't the heroes and protagonists of the setting O-12? They have all the power, after all... it's their decisions that matter, apparently, not anybody in Yu Jing's.
Because we are playing a game of naughty boys and girls hiding our struggles in the shadows. O-12 are the overwhelming force which we're all hiding from.
Take the gameplay out, who do you think pushed for Japans independence? Kuge? or most of the major powers? because if Kuge stood alone in O-12 claiming they are free, well the insurgency would have ended a long time now and no free Japan. the only part and it is the only part you can blame the setting show Yu Jing (or at least a part of them) in a bad light is the fact ISS did not caught it, then again with all the big Ninja clans on the side of Kuge, the keimpetai ectr ectr and the fact Yu Jing really did not expect it,it shows they feel utterly betrayed by a family member and not "oh they would do it eventually".
Considering multiple times in the setting they’ve noted Bureau Aegis arriving on scene was enough to shut down battles, or the fact that the Circulars are all under O-12’s control, or that O-12 can enact crippiling sanctions when needed, it has power when it has the votes. It got YJ’s claims on Svalarheima recognized. It has power when it has the votes.
