I think someone needs to address this. If it is intended to just inform returning players what the changes are, it fails twice, because a) it is full of mistakes with respect to the rules and b) it provides no intention behind the rules that can help players orient in the new landscape easier.
I just took a quick look at the spanish version of the post and it didn't seem that bad; it felt just like a quick summary of rules changes.
