If the end of a generic faction list signifies who stays, that means USARF and CHA are out and MRRF is in. Not the best, not the worst. I am happy for french, I am sad for scots, my americans will line my shelves. Yes we do not have any information, so I reserve judgement until I see full faction lists.
From the position of the Hetkari on the list I would say that they are going to be an HI. (Although the Bolts would be incorrectly placed)

Correct. Correct. Correct. Cyberwolf patrol is indeed what that means. Close. It is more akin to "a shot" not a command to fire, but a noun. "That was a shot fired." That was a vystrel fired". It can be considered a verb or a command in extremely niche circumstances, but they are niche. Hope that helps.
Ariadna new units names seems to indicate TAK additions/rework (Konduktor, Borsuk and Vystrel. Kibervolk could be Kosmo). Nomads new units names and logo seems to indicate Tunguska additions/rework. Yu Jing new units names seems to indicate additions for at least Imperial Service (Longwang, Feiquan), Yin-Shé art seems to put it in WB. Gudan is a mystery (Invincible units tend to have yellow, red and black logos).
I'm pretty sure I've heard it used in that context (as a command) in some movie. But as you say, it might've been niche. Besides, my Russian is pretty rusty these days.
You are absolutely right and in no way wrong. It is indeed can be used and it is used like that, especially for gun crews of any kind, which require a lot of coordination, like artillery or anti tank crews in Revolution of 1917 and World War 2, and films based on those periods. Товсь! (Short from Готовься!) Целься! Выстрел! (Ready! Aim! Fire!) This can be one of such crew preparation steps. It can also be Товсь! Целься! Огонь! or Готовься! Целься! Пли! They all mean in general the same thing, but much more common, the noun Выстрел means "a shot". Sadly we can not be sure in which way CB meant this, is it a Fire! Or is it a shot. Considering films, you can indeed be more right than I am.

Number of new troops. As we knew already, PanO and JSA are going to be getting a lot of new troops. Everyone else up to about 3-5. O-12 only getting 1 I guess makes sense since they just got a lot with TB.
