It seems to be in line with the desert theme where you put clothes on your armor to protect your gears of the sand and yourself of the heat. That also allows to give a visual peculiarity of camouflaged unit (like a guillie suit) without breaking the silhouette too much. So, Japaneses have insurgents now? Oh, the irony. *laugh in Yu Jing*
I would believe the slitted, spaced nature of the strips would preclude a lot of sand protection where a solid cover would not (I have some experience of desert warfare and openings of any kind allow the sand in quite severely). The strips are far closer to Romanesque armor than a ghillie. In the end, I am just nitpicking on things that bother me about an otherwise good model. Many factors are just for rule of cool. I am sure the Scarecrow armor works for many, I just see it as non-functional decoration that I do not care for, but that is just one person’s opinion. The blade-ops half armor bothers me far more honestly, but again just a game where they are trying to make 100s of models unique. I enjoy discussing these things with others and I hope no one takes my opinions as criticism of their own views.
Ok, it is an option. I have less serious version x) Spoiler: This thing. But it is useful too... It is easier than trying to describe PanO bullet cassets for weapons that are bent as they are... I would paint ScareCrow's stripes with some peruan traditional patterns. So it would be at least pretty. But may be it is something to connect with some devices like ropes (pano high-tech ropes), to carry something... Who knows. I am ok with this part. Have some plsticbags and such a decorative details. May be they would fit well.
I agree with you, the design by itself is not functionnal (I'm living next to a lot of sand too) but it gives a "vibe" for the lack of better word (and in Infinity you have to be fancy :D) The paint also play a big part on the feeling, as you seem to see them as leathery fabric, but once painted in camo pattern it may be more convincing.
I think the Senku will be BS11, Courage, Desert Terrain Kiesotsu. Didn't we see somewhere Keisotsu are now BS11?
But the screenshots we have seen from the new tutorial videos still has them at 10 so it's a bit unclear.

Is this a new sectorial symbol? The other symbols shown were minor changes to current ones (Steel Phalanx and Morats).
It would be the most CB thing ever if in the same breath that they announce they are reducing the Sectorial bloat in N5 they come out with even more new Sectorials instead of retooling the old ones. Very much in the same vein as "this is the year of the Tohaa" -> Tohaa discontinued rugpull.
