Say you have two models with log to each other.

one is on an upper platform with a parapet enclosing it.

the upper model is in silhouette contact with the parapet but the far edge of the upper level, not the near edge.

    what partial cover applies?

This is the rules for partial cover in the rule book 2.0 and the wiki.

    [ Partial Cover

Partial Cover does not allow the attacker to see the whole Silhouette of their BS Attack's target.

A target is in Partial Cover when they are in contact with a piece of scenery that partially obscures their Silhouette.

    Ballistic Skills - Infinity (infinitythewiki.com) ]

The miniature on the roof of a building which is surrounded by a parapet has its silhouette partially covered by the building. Also, because it is on the building, it is touching the piece of scenery that is providing cover. So the trooper on top gains a cover MOD of -3 to the attackers BS, and a +3 MOD to its saving roll.

I hope this clears the confusion.

great thanks, if the model is not in contact with the parapet, standing in the middle of the upper floor, does that also count as in contact with a scenery element?

As long as one models silhouette is lower than the terrain the other model stands on the target gets partial cover bonus.

That depends on whether your group defines the parapet as a separate part of scenery, or as part of the rest of the building as to whether it is in contact with the parapet.

Keep in mind the floor of the building roof that the model is standing on counts as being in contact with a scenery piece.

    Yes it does.

As @Triumph eluded to, it also depends on your local infinity community if they choose to include the parapet. I always include it because it is part of the building so it makes sense to do so.

There is cover because the building that the target is in contact with obscures part of its silhouette from the attacker.

That is correct, if the silhouette was slightly higher (or the building a bit lower) then there would be no cover.
