So the unit fluff for Robin states that she works with MO and the product description for dire does 12 implies that she is playable in both armies. It seems like she's meant to be in the army but weirdly isn't.
I mean, it also states that she's been shot on sight by several elements within MO for being both illegal and heretical, so while she might occasionally work alongside specific personalities, she's not a regular ally.
The bulleteer nerfs should give you and indication as to why she isnt in MO. All jokes aside not sure, I totally thought she was gonna be kinda like Pandora.
I would not mind, but, the church in general is quite trigger happy with rogue AIs, given the whole templar stunt.

My (lack of) experience cannot give you an answer. Hopefully I'll get to find out or hear from others how well she gets on in MO :)
Robin Hook deserves her own NA2 force: A Merry Men meets Birds of Prey band of female badasses and a few male support characters, out to right wrongs and maybe steal some nice stuff while they're at it. Oddly enough a lot of female characters that would fit this theme have recently been sculpted with hooded jackets. Could we see The Hoods become a thing with a future update? Hope so, I'd collect and play a force with that kind of theme happily as a 4th or 5th army!
Think about which units have modeled-on hoods in their clothing and are on-theme: Robin Hook, Dart, Fiddler, Yara Haddad, Major Lunah, Bandits, maybe even Oktavia and Aida (Shasvastii teaming up with humans!). Agatha Wabara might even join the cause once she realizes she was on the wrong side of the Troubled Theft dire foes mission, haha. Throw in some line troops with hoods: Metros if they're re-releasing or redoing those minis, or maybe Hassasin Govads? Maybe even Cheerkillers as the defacto Line Troops with some Wildcards that give them decent ARO setups (like Oktavia, Aida FTO, Grenzer-ML-only, or some rando Hassasins with hoods like a Lasiq). Assign some of those troops to traditional Merry Men roles: Dart's a shoo-in, Agatha would make a great Friar Tuck -or- Little John, Fiddler's a natural Will Scarlet. And add Konstatinos of course as the gender-swapped Maid Marion, frequently in need of rescue. Play could look like a skirmish-heavy force with little actual camo token use (Irregular or one-use camo only for camo troops maybe). The Hoods has an emotional hook (haha) that other character-based NA2s like White Co might not really have for a lot of folks. Besides a really fun narrative element, it would probably sell existing models like hotcakes. I'm not a huge advocate of homebrew-faction type stuff (too little time to play the basic game and most players prefer default), but if I ever run a narrative campaign, this is going into it.
How could you forget Raoul Spector and his ridiculous hoodie onesie? Also most of the Observance Reverands rock hoods.
Oooh yeah that would be cool! Spector would make sense aesthetically, but maybe he only gets the FTO version in the sectorial. Can't have the dudes gloryhounding in the Birds of Prey setup, and solo rambo runs are AD Spector's specialty. Make him be a team player here. [Also fun because the FD Spector seems to get overlooked a lot in favor of Perseus or a Vostok in Tungunska.] For Observance, they do have some... historical problems with Robin Hook. Might make more sense to limit their presence to one trooper who walks the line a bit (and happens to really fit the Friar Tuck theme well). Having a one-of-these, one-of-those composition for an NA2 can sometimes make them a bit same-y, but with a skirmisher focus it might work out well. FD/skrimish setups play so differently from match to match.
