Are all the Japanses ninja-like types out already? Because the sword looks like monofilament katana to me (handguard, hilt and pommel!).
Yes, he absolutely can be JSA, but he has an O-12 fin on his back and his mask is kind of Tohaa. He can be way too many factions, based on the design.

This, tbh, is great news! I am quite happy it´s not another addition to the Nomads list of super specialist jack-of-all-trades. I´d love to see her as a fluff-reincarnation like the Female Military Order Grand Master.
