Super-Jump in favorable terrain, I am not sure you can CivEvac the civilians in scenarios that it is not expressively mentioned, regardless the master breacher can be threatening both if they do not move depending were they spawn it can be really tricky though. Do remember that ye Mao in this season are 5-4 in this mission.
From ITS14 "However, sometimes the objectives of the mission can include civilians. In these situations, Troopers can interact with non-combatant personnel, performing what is called a CivEvac." The only movement restriction for Civilians is: "At the end of the Trooper’s movement, place the Civilian in Silhouette contact with them. The Trooper must end their movement in a position where the Civilian can be placed in Silhouette contact" There is no mention about super-jump or climbing+ not being extremely good at moving civvies around.
I can totally see Parvati or Bixie unceremoniously slinging a hapless civvie over the shoulder and bounding off over the rooftops...
In almost every scenario there's the chance that someone has drawn HVT: Kidnapping, plus having the ability to always be able to synch-and-move neutral HVTs solves a lot of the worst HVT-related abuses you can do.
What HVT related abuses have been left? Block a table edge access or specific location and mark a point in the battlefield? "kidnapping" your HVT to your deployment zone to prevent access is more abusable.
If you can't move the HVT, then you can use the HVT to block opponent movement. That's the short of it. Won't help versus bears because they have Climb+, but will help against particularly bikes and most TAGs. Not an issue if you play on non-Armoury maps with sparse terrain, but that's not what I dare say most people play.
The ITS 14 provides two diffent commons short skills that can be performed by anyone, the two of them being CivEvac and CaseEvac. It is pretty clear you can perform both of them even if you do not have a classified objective that refers to these states. As you're using precious orders to do so, in those scenarios that the HVT are not a critical objective of the very scenarios you're playing (such as countermeasures or Highly classified) you're gambling that your opponent have a HVT classified objective with those spent orders. In a HVT oriented scenarios, I dare to say that CivEvac your HVTs is not only a valid strategy but expected to be used by Corvus. As well in Decapitation and Unmasking, were being able to CivEvac your own HVTs into safety can be ace. In fact there is an example given with an Epsilon perfoming CivEvac to an HVT while hanging on a wall, and what happens to the HVT once the Epsilon enters into Null State.

Group 2 looks like it wants something to spend its orders in case the Tiger needs to wait to get down or gets killed, while Group 1 looks like it wants to move one order hungry unit to the other group.
I found it worked out pretty well. Even when having two orders taken down in the beginning. Group one has the fireteams, tac aware, and now NCO. Group 2 primarily feeds the Tiger.
