I am honestly not getting what you say, care to elaborate? "If" and that is a big "If" as we have discussed several times terrain is a "third player" on the game and games can be lost because terrain is set up badly, likewise Nomads could end up in an open table with little cover and get shot down, outliers is not a good measure. N4 brought more minor reworks than that, but I understand what you are saying.
And it, to me, simply comes back to working with what you have, and trying to find ways to win, rather than excuses as to why you lost. Terrain is horrible? OK, do what you can with what you have. If there's something egregious about the terrain set up, discuss it with your meta if it's a friendly game, or the TO if it's a tourney. However, as you mentioned, that terrain swing can go both ways, so we are best served by trying to find ways to roll with it. Look at things as puzzles to be solved, or challenges to be worked through, rather than throwing up your hands and saying, "well, that's it, this army's trash, my opponent's it OP, and the game is fundamentally flawed."
We have to accept the fact that Terrain can drastically swing the balance. That said, the closed room example is an extreme case. There had to be a closed room in the DZ for the hacker to deploy in and Nomads had to get that table side. The location in the DZ has to be relevant to the outcome of the game or the repeaters need to be difficult to remove. I confess Nomads have lots of repeater options, particularly in the active, but it still gives you a vector to attack. Unclosed rooms and rooftops are the real case we are talking about. It is not uncommon for the hacker and repeaters to be very costly/difficult to get los on. The core of that problem is that many factions do not have a viable hacking attack against high BTS or high WIP mods behind firewalls. Redrum probably needs +2 damage across the board, and the real hacking factions have access to that or AP. I think the intent is that 2nd tier hacking factions use Oblivion but that can be pretty ineffective as well. 1+ burst would probably suffice, except that I don't believe it shuts off the Hacker's hacking area. For factions like Pano, the whole point was to clear a path for the TAG/HI/Rem to move, but doing so is handing out wip rolls to the hacker. I agree with the premise that +3 bands on grenade launchers is an improvement to the situation without being full on GML levels of bad. A grenade launcher is not going to hit the same BS levels that a guided attack does, has ranged constraints that mean it would have to move forward to delete from the DZ and is much less lethal at 13 damage instead of 14 AP+EXP. E/M Grenade launchers are more likely to get through but there is a significant difference between killing a high value unit and forcing it to get repaired/wip reset.
That's utterly wrong and just defending CB for no reason. Boring ass low effort Pan-O profiles are easy to find, here's one as old as sin: Nobody with a shred of credibility defends Bipandra, compare that low effort crap to a useful and well designed hero profile like Jeong, it's a night and day difference.
I laughed at this, it should be the new Pano slogan. I propose we fix Bipandra by releasing impetuous fusilier angus who comes as package deal with Bipandra. Should average out to two reasonabily priced fusiliers While Bipandra is unarguably bad, and an example of a boring element, I thought it was a legitimate question to better define why Pano is boring. What makes Pano feeling boring to you, and what would make it less boring? Otherwise a legitimate response to our complaints might be to up Bipandra to 20 CC and give her a mono CC weapon.
Let's be honest, CB puts out a ton of poor profiles. A reasonably large proportion of any unit profiles they make just go relatively unused, and even fewer get models.

In response to @AdmiralJCJF and @Stiopa making valid complaints about Bipandra being dull as dishwater. That argument continues on by the way with you leaping forth with increasingly asinine justifications for the profile being awful.
You know we have changed edition correct? Digging posts from 2018, You are talking about posts done for a troop in a different edition, in a different meta facing a different problem and getting a better profile than what she had. Sure one could argue that she can be changed in all different manners and be not the troop she is supposed to be, but that is wish listing for another troop profile and not working on the design parameters of the unit.
And the design parameters for a unit can just be bad. Look at the Lobo... Saying a unit isn't bad because it's hobbled by some design philosophy is nonsense, it's still bad.
I remember people screaming how OP Lobos were and how Nomads get more goods, and now people say (sometimes the same) how useless they are... As far as Bipandra goes its survivable, crafty, medic, one can have a field day suggesting an interesting profile for her that confronts such parameters, but people usually suggest anything but this.
They are held back by paying for a piece of useless kit. Biometric visor just doesn't work well with it's current rules. People are annoyed because CJC got a lot of new stuff that was not needed and doesn't enhance the faction while other factions get ignored. CB needs an actual balance team that goes over and reworks profiles as necessary. I'd be more worried about the minis (still frustrating that they only half ass the releases for units), but I think 3d models will take care of that relatively soon anyway and we can just switch to those.

Give them a duo for more fluff. If Angus had a shotgun, I would run that. That said, no matter how optimistic/pessimistic you might be about being heard by CB, I think we can agree, that arguments over how much we do or don't like Bipandra, are not productive to making Pano less "Problematic".
And on the pessimism/optimism scale, if we’re always the same people discussing it, with only subjective arguments being made, our likelihood of being heard diminishes.
Pretty much what happened to me except substitute Angus for Richard Quinn who she patched up and who then went on a slight rampage through TAK forces. I’d welcome a newer mini of her and Angus, they were so characterful when they first came out.
I was rereading the background for the dire foes 1, and I really want an Angus with BS 14, WIP 10, NWI, and Structure instead of Wounds. He apparently is so full of cybernetic implants from his many injuries, a speculo was able to just sneak a transponder into him that went unnoticed by the prison biometric scans.
Given she needs to be able to patch him up, if Angus gets STR she would also need to be an Engineer, but yes I would love to see a new Angus Miniature and why not a playable one. Obviously I want to see a new Bipandra miniature too.
Nah, BS 12, Wip 10, shock immunity, *Impetous* and a boarding shotgun, price him low. You run the duo down table and Angus pops around a corner to trade templates (We finally get a warband), then Bipandra picks him back up, repeat, till you get to a button. NWI or structure would be horrible because you would never get to doctor him with Bipandra.

Seriously, putting +3 grenade launchers back into the game is a terrible idea. When no-LoF grenade spam can be done on good odds, it's an even more non-interactive, un-fun form of play than GML. I did it a fair amount with StarCo in N3 before I realized that it just makes the game unfun for the player on the receiving end. I also did it in N2 with Heavy Grenade Launchers. It just sucks. And I think CB are well aware of that and fortunately not at all likely to put a +3 back in there for grenade launchers. Also, if you think adding that element back in would boost Pan O's fortunes more than those of Nomads (who need ZERO help right now), I have would also like to interest you in some real estate opportunities in [edit:] the VanNiemands Zone ;)
