In CJC, yes (they are your only cheap, regular skirmishers). In Vanilla Nomads I might not take them without strong hacking to synergize with them. But in Nomads I'm probably doing that, that's why it's a synergy. Why you wouldn't use it when using Morans, I'm not sure. Definately there are times I'd prefer Zeros or Hecklers though. Minus the repeater they are worse Gangbusters, who I don't see many complaints about. With the repeaters and making use of the synergy less skilled players in some matchups can clearly have some trouble dealing with them - and they can do many of the normally very useful anyway skirmisher things. No marker state limits them a little. At other times people say non marker state skirmishers are no good, because they are so fragile etc.
Morans are good enough that some groups I've seen house-rule certain terrain pieces so you can't deploy on top of them, because deploying a Moran there if the piece is in the midfield is too powerful.
Limited Camo Morans are quite good too, but spending swc on them can be a big ask. And not being able to recamo is a real downside compared to zeros.
Yeah I think all the skirmishers have their place. Which isn't to say Morans aren't very good, they are.
EVO and Vertigo in 10 order list is wasteful, you would never find orders to use them at least in 15 orders you can delegate the second group to them
That why it's a 15 model list, there are 2 Combat Group. I think the only way 10 order list can work is fielding a lot of wounds.

This right here. Hacking should be more sabotage oriented than weapon like. It’s a very complicated subject and I clearly do not have an answer for it, but irl it’s primary purpose is typically information gathering, subversion, and sabotage.
