2022 Code 1 only has Haqqislam and Aleph from the primary factions left to add, so the Gencon 2 player box is likely to feature Haqqislam. CB have stated they're still on the fence as to whether they bring back QK or finally release the Gabqar Khanate ITS13 suddenly features big unexpected buffs and changes to bikes ITS13 clearly a dry test for a bike heavy Khanate sectorial for 2022 Khanate 2022 confirmed

You don't have to add motorcycle rules in C1, you just make the units MOV 8-4 or whatever is appropriate.
I think whether we see Khanate or not depends on how much CB can put into what is effectively a brand new Sectorial. Khanate have, what, 3 troops and a pair of characters? Kum, Hunzakuts and the twins are all Irregular so aren't going to be in C1 anyway, and Halqa not only don't exist but their only selling point was a rule that doesn't technically exist now either. QK would be an easy update, 3 space themed Ghulam, an Azra'il, a Janissary HMG, a Sekban, and an Al Hawwa. Boom! Operation box contents right there.
QK seems like the safer bet to me. Kaplans and Alguaciles have fresh N4 sculpts and Djanbazan still hold up nicely. Add new Sekban, Hafza, Al Hawwa and a couple more Odalisque loadouts and call it a day. It would also be good occasion to remake either the Iguana or Scarface. Not sure what the Khanate actually includes thematically other than bikers. Hunzas? Some sort of Kyrgyz infantry/warband to complement a Ghulam core? CB would probably have to come up with several new unit choices to somewhat flesh them out, while QK is already halfway there. Ninja'd
I'd play an advocatus diaboli for a moment: I'd bet CB already have the rooster filled with unit for the Khanate. They just aren't tellin' us.

Yeah, intended for the Khanate. They were still trying to work the kinks out of it. About the same time we heard the names of Caliphate supersoldier units (Numair - which, I guess, finally took the form of Muktar, and one other). I have a feeling CB has a similar problem with Khanate as they have with MRRF: Bostria once said they wanted Merovingia to live up to their Rapid Response Force, just it wasn't going to work under (then more or less current) N3 rules. I guess it would be difficult to properly pull it under N4, too. And Khanate - from what we know of them - seems to be a very fast, very flexible force by idea. The execution of that idea, though, might be problematic....
I would guess Numair is the Namurr, and the Mukhtar was name dropped as making the Khawarij look like a [redacted] gorilla. Of course I can remember these minutiae and not important things. Personally, I have more interest in the QK than the Khanate. I don't like bikes in a black ops setting, much less irregular ones. Of course, CB disagrees given the emphasis on them in Frozen Roads. But I think others have said a similar vibe is gained from the Dashat Company - bikes, irregulars, that sort of thing. How does the QK get revitalized? They were the original sectorial with both Haris and mixed fireteams. They have out of faction units like an NA2. They have lots of good units, some of them pretty recently sculpted (e.g., Djanbazans, Bashis, Druze, Kaplans). Honestly, I don't know how they would get upgraded.
With alternate Ghulam, new Azra'il, Sekban, Hafza, Al Hawwa, a new Jann HMG that better matches the scale of the ones in the box, another Odalisque or two, and new general release Yuan Yuan, they can completely revitalise QK's model range with a minimum of SKUs. They could get most of them just from an Operation & Beyond. Pop Rahman and Trisha in a Dire Foes box and you'll be pretty much done.
I guess that is mostly bigger scaled models. I was thinking more along the lines of how the sectorial plays. Maybe throw in Hortlaks? That having been said, I would buy bigger Sekbans. Hafzas, Odalisques, and Hawwa are OK in my book.
