Also worth noting that Terrain(Total) will add +1 to first mov value in ITS13, so bikes will be 9-6 or 9-4. My ruler isn't long enough for this.

I don't understand it. It looks like a desperate ploy to push motorcycle models. At least with the TAG season had an excuse that TAGs needed a buff with the old crits, but bikes aren't that bad?
I am objectively terrified of Ariadna and Haqqislam. Mavericks are now BS 12 MSV1 Mim(-3) with 9-4 move and Smoke for 18 points. Desperados have Mim(-3). Kum Bikers have Mim. ZULEYKA HAS MIM. ITS13 gonna be wild
there was a blog about how bikes weren't that good, and needed some boost in N4. But damn they went overboard with it in ITS13!
It's the inverse issue of TAGs. TAGs generally the more expensive elite ones were good because they came with alot of bells and whistles like hiding under marker states, while the shit ones were the basic bitch TAGs like the Guijia etc. With Bikes the cheap ones that are throwaways trade up pieces/smoke launchers are generally ok while the more elite ones that want to shoot a bit like Aragoto, Montessa, or Lawbringers are the ones that kinda stink because they don't punch up enough against tough targets and don't trade particularly well against cheap skirmishers because they can't get at them in tight quarters/rooftops and skirmishers can claim -3MODs for cover that the biker can't.
In other news this is a pretty good excuse for me to get my old Asuka model on the table for my Yu Jing.
It's niche for most Bikers with Mimetism, but not for all. Aragoto Hacker is now a Specialist that can automatically Cybermask, Move 8-6(9-6 with terrain) accross the board without repercussion and push a button (potentially with a +3 and two rolls in the right mission) after another 8/9" Move the next Order. Any Montesa being able to claim cover massively upgrades their ARM4/BTS6 base stat and makes it easier to deliver them into CC after winning a few shootouts. Most Haqq and Ariadna Bikers get free Mimetism and the choice of cover to transform into a fast FTF gunner. YJ gets free Mimetism which synergizes very well with his high PH Smoke capability. The buff for Bikes is very noticeable, more for some, less for others. Kuroshi Rider and Penny benefit from having the choice, but probably not as much as the HI Bike and those without Mimetism.
