Camouflage is an automatic/optional skill with effect: In game, it allows the user to enter Camouflaged State. Camouflaged State has the activation text: During the Active Turn, Troopers may only return to Camouflaged State by consuming 1 Entire Order, outside the LoF of enemy Markers or Troopers. My question is: how does the model activation to renter the Camouflaged State work? Does the model count as being activated or is it just an automatic skill with no activation? – I think it may be the latter because the text in Camouflaged State only says that a player must consume an order, not spend it to activate (I can be wrong about this however). Additionally, if the model is activated, do enemy models get to ARO in ZOC? What if the model going into camo has stealth? I've always played it as an activation and that models in ZoC can ARO regardless of stealth, but have recently realized that I don't know if the rules support that.
It's an Entire Order Skill (or just Entire Order for short), so you follow the Order Expenditure Sequence as normal and Declare that you are Re-entering the Camouflaged State at Step 1.2 Declaration of the First Skill (The Active Player declares the first Short Skill of the Order, or the Entire Order he wants to use.) The Trooper will then enter the state at Resolution provided the requirements are met.
Correct. Stealth is only active for short movement skill or cautious move. So enemy in ZoC can always ARO against a camo returning in marker state. Models can do ZoC attacks and it will not prevent you from going back in stealth (if "making a saving roll" trigger cancellation clause on the same order you enter marker state, then "declaring an Entire Order of any kind outside of Cautious Move" would equally trigger the cancellation clause of the state you are entering).
I do wish that Enter Marker State was a Skill with its own rules entry. We have this and a few other skills (e.g. using baggage) which the rules say are skills, but which don't actually have entries with Requirements, Effects, etc. In this case, the Camouflaged state says that it can be entered by "consuming an Entire Order." An Entire Order isn't a type of order (order types are Regular, Irregular, Lieutenant, etc.). So "Entire Order" here can only refer to the Skill type, implying that by "consuming an Entire Order" the rules mean "declaring and performing an Entire Order Skill."

Fair enough. "Consume an Entire Order" is still bad writing, though. You don't consume an Entire Order Skill, you declare and perform an Entire Order Skill, which consumes a Regular, Irregular, or Lieutenant Order.
