What would be different from Vanilla without the REM? Tinbots only help the one that has it. At least here, any hacking through the REM is -3. He also has BTS6. Sure a Tinbot troop can be added to it but it starts to make it expensive and lessens the Repeater coverage. Also, I'd have another hacker to back him up. It's option to think about. I honestly like the HRL ShanJi in that Haris better, and the ShanJi Hacker is a great partner in a Core to the ShanJesus, benefiting from the tinbot and packing a solid MULTI Rifle for that 0-16in rangeband his brother struggles with (in case somebody gets too close). You just want the repeaters in the Panggu, the hacker can be anywhere (and the HRL Shanji makes good use of the defensive burst bonus while being irrelevant to the Hacker). I wouldn't run the Shang Ji as a stand alone hacker in Vanilla either, it'd be even worse. BTS6 also doesn't mean shit against the most common attack he's going to be worried about, Oblivion. AP ammo means there's functionally 1BTS difference between a Shang Ji and a Zencha. Marker state is a far better defense than BTS. I also don't find IA lacks for defensive repeater coverage. They have multiple Flash bots, multiple minelayers with Dep Reps, and Jeong has a built in repeater. You could easily not have to worry about needing two pangos plus it'd make it a fuckload easier to deploy them if there's only 1 fat base to worry about.
Just word of advice; ignore Triumph whenever he mentions hacking as critique. Don't discount hacking as a threat vector, you do need to plan for it, but Triumph posting about it is literally a higher risk than you actually getting hacked in a game. That said, a Combi Zuyong and two shotty REMs aren't going to do a lot, eh? ;) I'd personally ask myself what a heavy infantry was doing with two ginourmous REMs trudging along crimpin' the HI's style and I think the only answer is "burst bonus" so I'd probably only do that setup together with one of the TacAware HMGs/HRL
The only thing I thought the Combi Zuyong Tinbot would be useful for is area control missions to bring their baggage into zones efficiently. Otherwise, I agree. If anything, It's the SJ HMG Tinbot that would benefit well.
