In N3 it was ruled that only the lieutenant that generated the lieutenant order could use said order. Is this still a thing?

(E.g. Active player activate their Suryat Lieutenant (+1 Order) with a regular order, and unfortunately enters Unconscious due to a fluke crit from a T2 Rifle. Caliban CoC takes over the role of Lieutenant - can the Caliban make use of the two Lieutenant Orders that the Suryat left unused?)

It is still a thing. It's spelled out under Chain of Command, in the Sibylla Explains box:
The Lieutenant Special Order belongs to the Trooper that generated it during the Tactical Phase. Therefore, if a Trooper with the Chain of Command Special Skill takes command, they will not be able to use the Lieutenant Special Order if they did not generate it.

    Still a retarded ruling TBH.
It killed everything the XO was made for but luckily that skill no longer exists and the Hac Tao NCO was a massive buff at the cost of flavour so it's lukewarm I guess.
