Played mission one today and asked myself the same question. I took all the three programs but the „worse“ side of the card / program.
That is what I suggested too, but it was before the great revelation... Even the upgraded sides have Jazz' face on them! And given how Programs work (you cannot go back to standard version), i don't see any problem in getting the "plus" side.
it is lockpick skullbuster and geist aid. on the bottom of that side of the card is the text "upgrades to x"
Of course each player can do what he or she wants, but in my opinion playing with the advanced programs is to gain an advantage and following the rule of the evil I.A. should not be allowed.
having to manually count every card (and cross section each card with others who had the core) to confirm i wasn't missing any. there are 3 more programs and exactly 3 less equipment listed on the revised booklet printout and they have jaz face on them so its a logical conclusion they are starters equipment. the other reason is when ever CB lets played with youtubers with the sample box had those three programs equipped
Jazz's original character card from the demo material that was released online indeed lists them as Picklock, Gheist-aid and Skull buster in the starting equipment, but this was ommitted from the final character card. I think it's safe to say she's meant to start with the same three programs.
Maybe in lockdown the following is not that obvious because we all play with 4 characters for one player. But imagine playing with 4 people and one had to be Jazz and only Jazz. Without the starting programs that would mean shooting stun bullets (with bad rolls) and pushing 3 buttons for the next hours. "OK, who wants to be the leading heavy weapon guy, who will choose the crazy wolfman berserker, who plays the gunslinging Shooty McShootface and - OK, what's left? Who wants to play the HVT?"
