It's been discussed elsewhere - it would require a minor fluff rewrite for sin eaters, but it was a little surprising that they kept neurocinetics when so many other niche skills got combined or eliminated. I really don't think active turn use of sin eaters, chaksa auxiliars, or yan huo would break anything.
Only reason I could think of as to why would be cost, but I dont think anyone would care about needing to spend and extra point or two on those platforms. TR helots may be a bit of a headache but VIRD players aren't spamming them anymore so its not that much of a huge deal.
And a 2-3pt cost increase on a 9pt BS11 platform that has no real active punch is a lot more significant than on a 30+pt BS13/BS14 platform with a clear active role.

A lot of Neurocinetic troops would really benefit from Total Reaction, in exchange for whatever point hike would be necessary for that to happen. They're hard to justify, given how friendly N4 is to active turn mayhem. @Tourniquet Tac Window guaranteed that something like a Helot doesn't have a place anymore, unless you also give it some active-turn application.
I think that’s a fair take - reactive-only irregular troops are much harder to justify when your combat group count is at all constrained. Could I still find a place for one sometimes? Probably, but it’s certainly not a no-brainer auto-include.
