Just watched a video (Have yet to receive the game) and it seems that if a Shashvastii shoots at Cadin from across the room, say at max range for a combi-rifle, Cadin can magically hit the Shashvastii with his melee weapons. Is that right? His defense roll comes up with a strike that the Shashvastii has no block for on his dice then the Shashvastii takes damage form Cadin's melee weapon? Or if someone shoots Qiang Gao from outside the range of his shotgun, he can still hit them back with it? That just seems wrong...
What video did you see doing that? To use a weapon (and its switches) you have to declare an attack with it, and in order to do that you have to satisfy the range of the weapon. Reinforced among other places in the lower left on page 14.
I think I misunderstood the question. If you get to the end of an attack and the defender somehow ends up with more than the attacker's , then the attacker is going to suffer due to shame and disappointment.
It's the same engine from Aristeia. The attacking model must fulfill the range requirement. He rolls his attack dice as stated in the attack. The defender rolls his defense dice (or bts, if stated in the enemy attack). ANY that is not cancelled by a will cause a to the enemy model. Despite of range. Weird? Sometimes.
Long story short, yes. That is exactly how it works. None of the ranges in the game are actually very long, just assume everyone has some kind of decent sidearm and uses those for shots of opportunity which arise.
