Yep, Change Facing and Engage are no more, you can now Dodge as a ZoC ARO (with appropriate penalties) which will allow movement if successful. The changes to Dodge are probably going to be the ones with the biggest ramifications IMHO, it's a lot more useful now, especially in close quarters where troopers would have been previously forced to Change Facing.
We played that way during the N2-N3 transition and I really liked it. Super stoked, and I agree it will have a huge impact on the game - and my guess generally a positive one

The codeone PDF from the website, on page 14 (under Common Skills - Dodge skill) says explicitly that it requires "silhouette contact or line of fire". Thats different to the wiki page and whats been posted here. (not sure if cut and paste image works so let me know if it doesn't load)

OK, so does this mean in N4 active a model with say 6-2 MOV and any level of kinem...ahem, dodge+x inches...can Move-Dodge any time you want, and the only downside (presuming no AROs) is possibly failing the PH roll and moving 6” instead of 8+”? That sounds right, but I’m a bit sleep-deprived and might be missing something obvious.
Looks like it. If HI is getting 6-2 across the board in N4, that will result in a significant speed boost for several units. Su Jian will be moving a potential 8" + 4" at PH 14 in mobility form, if this is how it works.
If C1 is something to go by, not all HI will be 6-2. Like Zuyong and Yan Huo, Aquila, Siss guard are 4-4. The rest are 6-2.
Just read the C1 rules on Dodge but can't find if you get the extra move during your turn. So it looks like a figure with 4-4 move does a dodge and gets a 4" move + 2" dodge move for total of 6". A figure with 6-2 will get 6" move + 2" doge for a total of 8". The a few with +1 or more dodge will actually get 9".
Relevant effect: A successful Normal or Face to Face Dodge Roll allows the user to move up to 2 inches. I actually mentioned this to someone... Cause I came across the conclusion that if Shikami get MOV 6-2 and have Dodge +2" , which means their dodge is 4" in total, then if a Shikami succeeds on their parkour dodge roll, that they can effectively move 10" in one order if they roll a 14 or less. I said we will see a lot of players trying to push Shikami up the table doing parkour flips past gaps 4' or less to not trigger AROs or just rolling Dodge to try and get an extra 2" up the table. This someone did not tell me I was wrong, only gave me a laugh. So here's hoping that my assumption is right and really clever Shikami players are gonna to be really order efficient. Give that with Bikes being able to dodge at no penalty now and we're going to see certain armies or list builds become what I would consider fast armies.
I do believe that mechanic is highly intentional. While I would advice to wait and see which HI actually get 6-2 and which stay 4-4 (I think it's fairly likely 4-4 will remain the standard for HI and we've just seen the quick HI so far), I find Shikami makes the most sense to be 6-2 specifically for this interaction. Just remember that for many HI this is a 70% chance of movement and for most LI and bikes, it's even less, this is far from reliable. As a small foot note; this edition is making it increasingly annoying that the "melee faction" has some of the lowest PH of all factions.
It was a little confusing because Dodge is in two places. At first I thought you could only dodge if enemy has LoF. But that's not the case. On page 64, it says you only need the. That's going to make a lot of guys do move dodge. Of course if you fail, you don't go anywhere I think. Troopers can only Dodge if at least one of these is true: ► They are the Active Trooper. ► In the Reactive Turn, they have a valid ARO. ► They are affected by a Template Weapon.
I forget how low some PH were. Here's hoping CB knocks this out of the park and they didn't superficially hamstring any armies. I won't lie, I would be giddy if Shikami also got Dodge (+3).
While that's the case for YJ (we have a distinct lack of dedicated melee units now anyway, not really the CC faction anymore), JSA actually carry pretty high PH stats. 11/20 profiles (not including REMs and the Warcor) sport 13+ PH.
Dunno. I'd say both Aleph and Ariadna got pretty good PH stats, and so do Military Orders. Oh, dang, you mean Yu Jing. You see, they are no longer the melee faction but the useless CC Stat bloat faction; luckily for you they are also the HI faction, which means you have all those state of the art HI units with real sweet PH stats representing those servoarm... oh... wait...
While it's true that their avg is high the 2 units you most often bring into CC both have 12 (Ninja and Oniwaban).
