i notced some of the pan'0 tags have no weapon for close combat in their profiles, so what happens if they get caught in CC

All TAGs (all troopers, really) have access to Bare-Handed CC Weapon.

Also, I believe TAG bare-handed CC counts as anti-material for some missions.
