You are right. The reason is that they develop profiles for game play much faster than they can sculpt and produce the minis. They have a release schedule of about 5 things (usually totaling about 8 minis or so) per month. Part of the reason is that they have a very lax proxy policy. The other is that "bog standard" infantry almost always come in their respective starter packs and at about 3 minis of such. You could, conceivably field more than that, but then you would need to buy a couple starters or purchase the minis second hand. Currently, however... CA doesn't have very many profiles without a sculpt if you don't include Shasvastii units (they just got redone and are going through a resculpting process now).
Unidrons have a swc boxset with sniper, missile, k1 and spitfire. Onyx are pretty well served for sculpts I have to say, compared to a lot of other factions. Personally, being someone who also plays 40k a lot, I mucccchh prefer CB's approach of releasing profiles that don't have corresponding models than GW's new appraoch of squatting anything that doesn't have exact matching models with loadouts. Like Sabin says, proxying is also fine and dandy in Infinity. Actually, his avatar (the Pneumarch) is a great proxy for us, for example.
IIRC Onyx are missing: Umbra samaritan spitfire/plasma but most folk can't tell the CA weapon designs apart anyway. Maakrep BSG, combi (i just use Tohaa gao rael/iago) the basic Maakrep has a very snipery HMG. Nexus spitfire (see umbra above) Overdron HMC or HRL. Shas resculpts MAF are missing: a raktorak red fury and reculpts of the rasyats and Zerats and a kurgat Mk12
