Not even a possibility. After the way they handled IA, anything is up to be cut, no matter how definite their inclusion might appear.
The lore does have a few sacred cows that CB don't seem to want to mess with, but Yu Jing doesn't really have any except for maybe Sun Tze.
I may be extrapolating too much, but seems to me they had a concept for Huang Di, and a rough idea what they wanted in it, but they wanted IA to be released first. During development it seems they noticed there was too much overlap between the two (i.e. Daofei and Hac Tao and Tiger in both) so they reinvented the wheel in form of Zhencha (whom is also necessary to push buttons) and Louie. What I'm trying to say is there's perfectly good reasons to cut stuff that's not just for sake of cutting and we can not necessarily read too much into it.
Not that I want such a thing in Yu Jing necessarily, but a Willy Wally Lookalike would be able to handle that - though that'd do hilarious things to vanilla
Gakis and pretas are irregular, but they have a special fireteam core in morats that makes them regular.
Any unit put into a fireteam becomes regular order. They could just give them a special fireteam core.
Sadly that's not the case. The two Fireteams of Irregulars that immediately come to mind are Galwegians who can only form a Fireteam with Wallace, and Wallace makes them Regular, and the Hungries who are made Regular by the control device. This is why Loss of Lt. is so punishing to Fireteams as none of the members can spend their Irregular orders without breaking the link.
No sadly about it. This is the design space linkable Morlocks need: cheap link filler, but you can't effectively use their order in the Fireteam. #MakeMorlocksLinkAgain

The control device doesn't make them regular it allows them to form a fireteam. *From the WIKI* Human Sphere N3 Content. The Fury Characteristic Frenzy will not activate while the trooper possessing it is part of a Fireteam. If that trooper leaves the Fireteam, he will return to the Impetuous or Non Impetuous state he was in before being part of the Fireteam. Troopers with the Frenzy Fury Characteristic who are in the Impetuous state, or with the Impetuous or Extreme Impetuous Fury Characteristics, are Non Impetuous while part of a Fireteam. Once such troopers leave the Fireteam they return to their Impetuous or Extreme Impetuous state. Any Fireteam that is an exception to this rule will specify this in its description.
