No, each Deployable has their own skill and none are described as BS Attacks. This has the unfortunate side effect that you can't coordinate different types of deployable either. The exception is Drop Bears/Mine Dispenser/Pitcher that can be used as BS Weapons, but because you must use the same target mixing them with other weapons doesn't really work, as if you're targeting a trooper you can't place the equipment as the trooper is in the way.

Say, I declare a coordinated order with Joan using her Inspiring Leadership, which requires her to be part of that coordinated order, plus 3 Bolts with Drop Bears. Could I declare Move + deploy/throw drop bear, even though Joan doesn't have a deployable/throwable weapon? Would this be considered an incomplete short skill?
Correct, Joan would simply Idle as she can't perform the chosen skill. Also note that there will only be space for one Drop Bear at the target point, but all the Bolts will expend ammunition whether or not they can successfully place a Bear.

This is from the rules for Drop Bears: You do not need a target to throw a Drop Bear as a Throwing Weapon, simply point the desired location and make the corresponding Roll. If you pass the Roll, the Drop Bear is successfully deployed, placing a Mine Marker (MINE) at the Conclusion of the Order, and becomes an Anti-Personnel Mine. They are also marked as "Targetless". From Coordinated orders: If one of the Skills of the Coordinated Order demands a target, all troops must act against the same single target.
