It's written "Haris" on the profile, and "Perseus counts as a Securitate"... but something makes me doubt, I don't know what. Let's consult the list of legal Fireteams: http://infinitythewiki.com/en/List_of_Fireteams#Jurisdictional_Command_of_Tunguska As we can see, Securitate can not form a Haris, so this would not be legal. Perseus does have the skill but this is to enable the special Haris including Raoul and the remote.
