True. Normally they will be dodging and it would be pretty rough if every troop had to crit in order to dodge. I guess as the active piece you are making a choice to not directly shoot the other troop that can see you. If you really wanted to play it safe you would slice the pie or split your burst.
Right and you're also making a choice to gain value by impacting multiple troopers with one template attack. So it seems reasonable to me at least that there is a trade off as well. Alot of things in Infinity do something similar. MSV can ignore Camo but is vulnerable to White Noise. Direct Templates skip the roll to hit but dont get the protection it would provide.
