Sorry for the late reply, but that just means that the Twin Weapons rule requires the items to be absolutely identical. It has no implications for other rules.
Back from vacation. Sure thing, but if we go that way, nowhere in the rules states that a Shotgun forbidden by Concilium means any weapon that is X+shotgun is banned from concilium. I just provided a reference in an existing rule. It's not my fault that CB forgets their rules every now and then (like now the CA and Tohaa being able to achieve promotion in the Campaign System with a 1-7, because their base is 4 and now have a Reporter L1 Dr Worm & Tohaa Ambassadoress, respectively, while the human factions had already that +3 taken into account with a base of 1...)
