Let me put my understanding of this rule this way: If the Spec-Ops is of a unit of origin that is not available in a sectorial, you are not allowed to use this Spec-Ops in that sectorial.
This. Because Spec-Ops are now just a unit option from their base unit, their AVA in the different Sectorials controls where you can take them.
They can enlist Brawlers, but (like JSA) their Spec-Ops isn't a Brawler. In the case of Spiral, it is a Taagma.
And so? If start a campaign with a NA2 like Foreign Company, just to say one, i get a Brawler Spec Op. Then, for a game, i want to play Spiral Corp. They can enlist the relative unit of origin, so i can play my Spec Op even there.
No they can't. That option isn't available in Spiral Corp in the same way that other unit options like the Spektr Killer Hacker are Sectorial-specific.
