Galwegians in Caledonia, and Gakis/Pretas in Morats are two prime examples. This might be a bit too much. Right now Riots are generally considered to be the best fireteam in most situations: the reason they're not universally the best relies on the fact the other Fireteam options can get a decent and more specific specialist up the field compared to Riots. Being able to put a WIP 14 Killer Hacker who gets Sixth Sense from being in a fireteam in that link basically removes the primary weakness the Riot link currently has.
Also different types of hacker in one link kinda sucks right now (they all have to declare the same program in ARO even if they dont have it or take no action, or get kicked) which is one of a number of anti synergies affecting Custodiers. So wildcard might help. I dunno you really want to add a hacker to Riots anyhow. They are quite resistant to hacking anyway, and that would add a quite squishy (1w) extra vector to break down the link.
Observance Wildcard! Yeah that's pretty much top on my list and most people in this thread too. Other stuff I like to see is mainly update of the Prowlers, and the other units don't interest me personally not that much. The suggested stuff regarding Morlocks and Taskmasters sound good though nevertheless. I am curious about special deployable Remotes. It's not really necessary, but since they started with it I wouldn't mind a Forward deployable Lunokhod, so I don't have to rely on Zeroes every time. And especially when the Custodier can join a Moira or general Observance link. Or maybe we see something like a Stempler FTO to bring down cost in a Moira link maybe.
Pretty sure that Galwegians can only be a fireteam when they are joined by Wallace in which case they are Regular due to Inspiring Leadership from Wallace.
LoL the link is still active until an irregular order is used to activate a model. I'm pretty sure the cancellation and formation of links do not check order type
This (although spending an Irregular order doesn't break the link it results in the Irregular Trooper stopping being a member of the Fireteam). Which is why it's self correcting: a Morlock link that stays Irregular can't be an order battery in the way that a Gal link or an Oznat/Preta link can be. The best you'd be able to do would be to do the Oznat / Preta trick less efficiently: 5 Morlocks + 5 Moderators, put all 5 Moderator orders into the Morlocks and then bomb burst them once they're half way up the table. Spend a command token to reform a link with Moderators. Up to 2 Morlocks count as Moderators for Fireteam purposes. More to the point if anything fits the Morlock / Moderator fluff it's exactly that: 5 Moderators and 5 Morlocks walk into a bar.... the Moderates spend T2/T3 picking up the pieces.

And it gives an order efficient way to get into midfield other than zeroes or giving everything forward deployment. That'd help offset the 2 orders per model tax of getting everything into its preferred ranges
I think calling a unit with 3 Armour and ODD squishy is a bit misleading. Though I do agree that the Custodier would be at bit at odds in a Riot Grrl Core (she is short ranged, slow and doesn't dodge well like the rest of the team. White noise is a Nonbo with MSV1, and hacking in ARO might break her out of the link) But I could see it as a powerful Specialist in an aggressive Riot Grrl Harris that wants to push up the board and take objectives/kill skirmishers. That said I don't think any unit should be a Wildcards in Bakunin for lore reasons. Bakunin is a group of loosely aligned factions within the sectorial. These factions get along mainly because they don't have to deal with each other on a regular basis. The Observence especially make no-sense for a wildcard (except maybe Kusanagi as she at least is a renowned figure within the faction). For that reason I think it would make more sense to have fire-team flexibility similar to that of Tunguska, where they provide lots of various options without needing wildcards.
