When using the soldier of fortune rule (ITS 9 & 10), you get access to several profiles that usually have special fireteams. Do any of them translate into other sectorals? For example Miranda Ashcroft & Hannibal are available, and have Duo & Haris fireteams, but can't form any due to AVA restrictions.

You mean they have the Duo & Haris skills. Which is required when forming duo & haris fireteam in sectorial that allows access to those fireteam. But you also are allowed to take models with Duo & Haris skills without putting them in a fireteam. edit: yeah, i guess it is odd that they appear in the fireteam chart, as that chart is suppose to be the one from your sectorial but trimmed in length to be only those model you field in your list. edit: i also notice it lacks their special note, forcing them to only team up with same trooper and as they are AVA1 it should be fine as is, but would be better if they were removed outright, not just their note and Special Fireteam.
I think the special fireteams (ABH & Miranda) are out, but if you take a model with duo/Harish and use it with a wildcard(s) you can do it. Also what happens to the Raouls FTO profile? Right now I thinks it's an oversight in army. There is no comment on that profile.
The Devs have said that the Fireteam listing in Army is still in Beta and shows anything that has the Haris/Duo skill in addition to special Fireteams. The wiki page linked by @toadchild is still the ultimate authority on what Fireteams can be formed in what sectorial.
FTO profiles in vanilla doesn't do anything, it's common that they stick around just to confuse people for a few minutes :) After all, why make an entirely new entry just to remove that line when it actually doesn't have much of a function? Check out Yan Huo in vanilla Yu Jing.
The comment should say they count as securitate or grenzer ? That comment, i guess, is only valid for tunguska. Other sectorial that had him already have a different comment (his comment in StarCo is about a special haris). And then finally, as a merc, he gets no comments at all and no special fireteam comments. Check also when you add a CSU native to a sectorial with a CSU from the mercs AVA, not only you pay that +1SWC for including SoF mercs, but you get a CSU with no comment (his comment in FC is that they count as Securitate).
Even without Fireteam option it is regular instead of irregular (, and of course it has a different weapon).

The list that's there is for base rules. The ITS rules offer an optional ADDITION to the base rules. That would be like saying you can't have any mercs because they are not listed in the PDFs of profiles. I still think the specials are out, but the listed duo/Harris should still apply (with wildcards only). I was hoping for a response from CB staff to clarify this.
Take units like the Umbra Samaritan - they have the FT: Haris skill, but the only Haris they are allowed to form is the special one with two Xeondrons. A Haris of just Samaritans is not part of the Onyx FT chart, so it is not allowed. Same for mercs, unfortunately.
