    Hello!

I was looking at Chemical brothers and got a question. I want to use Bachmann's action(Sample or Inoculation), using his switch, to have poison token imposed on allied Hammerhead. but what if the situation is like this? : None of them having any state token on them.

Can Bachmann use his actions even when he or his target has no state token(to activate his switch)?

In other words, Is 'character(Bachmann or his target) having 1 or more state tokens' a requirement to declare either Bachmann's action?

It is not. You can declare an action even if you can't apply its effect. A common example is Gata trying to dazzle an obstacle (which are inmune to states) to try and displace herself.

Also, take into acount that switches take place before the effect of an action. So Bachmann could try to Sample someone, poison them with his switch and then steal that poison token.
