    Paint Color Comparison Chart :
    Thanks to @jherazob mention, this spreadsheet seems to be the most exhaustive compilation of equivalence references compilation and post processing sorted per vendors ranges when it comes to tabletop paints.
    Very mini oriented it may lacks some famous brands used by modellers, but you already have more than enough to convert this last painting tutorial recipes you want to reproduce with your paints collection.

    Redgrimm Paint conversion Page
    Pretty much the same thing with less range and html format. The default page shows equivalence of the Citadel range to other brands but you can choose other brand to convert from.
    I really like the way it shows how close a paint is to its equivalent.

    Dakka-Dakka Paint Range Compatibility Chart
    Certainly the most known equivalence chart on the web.

    Urban's Colors Reference Charts Part I & Part II
    An historical oriented reference chart really useful when you're into real life army modelling but provides both army schemes references which can be used for / be adapted to / inspire your Infinity schemes and covers model paint ranges.

    Chrispy's Ethnic Skintones paints reference form the CMON forum (suggested by @Section9)

    Hobby Color Converter (Free/Premium 1,19€/Subcriber 3,59€ per year)
    My personal favorite.
    Really useful to keep track of your paint collection(wide selection of ranges) and to prepare your shopping list for your next FLGS visit.
    The equivalence tools has been recently upgraded so you know when it's an official vendor equivalence.
    Kit inventory. Mainly for model rather than minis but work with it too as you can create your own content.
    Colorator: use your phone camera to find a similar color.
    Color scheme: keep track of the colors used for a model/army
    The Premium version remove the small ad banner from the free version and grant 20 inventory entries instead of 10.
    The Subscriber option grant unlimited kit entries.
    Very frequently updated. Include a scale/measure conversion tool and a poll tool to get the users feedback (frequently renewed).
    Dev is very reactive.
    No need to pay the premium version to use every features but as the price is really small, I paid for it to support the dev.
    24 paint brands and 4 Standards (plenty of sub ranges)

    Now support multi-language (works at least in french)

    I really prefer the HCC's interface but pR has somme really interesting feature of its own:
    • Scan paint's bar-code: easy way to add a paint to the collection
    • RapidScan (Premium version only): useful when you come back home with a full bag of paint
    • Sets (or recipes), limited in the free version: allow you to keep track of the paint list you use for a paint scheme. Allow to add some notes to the list
    • color tools: a one interface-multi use color tool set. Just choose a color from the paints list, by selecting a zone with your camera or by setting RGB values and you'll get for it:

    Basic color wheel tool, just choose the setting you want (complementary, triad ...) then rotate it.
    Maybe a bit basic for experienced artists but simple enough for the average me.

    Mostly the same as the previous one but with hue intensity. Still really easy tu use.

    Citadel Paint (Free) (suggested by @kesharq)
    Covers Inventory & buying list, gives examples on how to achieve different colors/effects using dry-brushing and layering techniques. Also examples of painted models shown (of course just GW models). Downside is the App just covers Citadel colors.

    Impcat (3,59€) (suggested by @jherazob ) - BETA
    "impcat (short for Interactive Miniature Painting Catalogue) is a simulator for photorealistic painting results on gaming and tabletop miniatures.

    This tool gives you a variety of miniature images that you can select and then paint with colours you own or perhaps wish to purchase. It works with predefined colour palettes, using names and values as promoted by their manufacturers.

    To achieve a high quality result the system simulates a four step painting process:
    Base colouring, layering, shading and highlighting."

    Seems pretty much the most complete app I've seen so far in term of paint ranges.
    Beside the usual collection/shopping list and color equivalence, it allow to store recipes and personal color mixes.
    It also provide a "My Model" feature that not only allow to keep track of your collection but also to add pic of those.

    A very "mini painting from the start" oriented app that allow you to plan everything (textures and materials) so you know what you'll need.
    Color recipe tracking is intuitive and can be reused for another project (i.e. leather...).
    Color inventory, barcode scanning, integrated color wheel, you can add pics of your minis to a recipe.
    Interesting specificity, color ranges list is web hosted and can be enriched by users (potential con: does it requires internet access to use the app ?).

    I use Citadel Paint on Android - covers Inventory & buying list, gives examples on how to achieve different colors/effects using drybrishing and layering techniques. Also examples of painted models shown (of course just GW models).

    Downside is the App just covers Citadel colors.

    Potential one, a phone/tablet app: Impcat. Here's on Android, and here's on Apple. It's a paint scheme simulator, takes a bit to get used to but i like it, gets good results. It's not free but 3.59€ is not much. It comes only with a very small library of models and paint lines, but there's a slowly growing community library of figures and paint lines that can be easily added (you just drop them on a folder and start the app), and documentation on how to make your own SVGs, so somebody dedicated with some knowledge could add Infinity minis, or at the very least the ones on the Infinity Painter web app.

    The main communication hub seems to be the subreddit, one of the maintainers/devels manages it so that's the place to keep in mind, specially for new figures/mods/etc.
