Well, Bolts are used just to represent mercenary troops that behave like them (and maybe some retired Bolts seeking to gain more money than in the NCA).
I can't think of a case of CB using a unit as a "stand-in" in this way. Foreign Company might have some PanO ties after all.

We don't know for sure if Foreign Company will have Bolts yet, they have the word "Foreign" in their description which will cause them to show when it do a search including that word, same for the Khawarij.

Foreign Company confirmed as the mercenary company run by Hannibal, the Aristeia character. It appears to include a number of PanO units. We had a separate conversation about a possible PanO-aligned Merc force which was totally unofficial, and not based on anything. It was just fortunate timing that we were having that convo about the same time that Foreign was probably being finalized.

Thank you for explaining some things for me. Poor Foreign Legion, being sattled with a meh unit in bolts. Maybe being in a new faction means the bolts will have been revised somewhat? One can hope.
... that's because the Black Friar gets Drop Bears, Albedo and Biometric Visor for 2 points total. Which means he always had updated Drop Bear cost ever since the time when he was released. And that's how long that particular change has been around without Bolts getting retrofitted. Wonder what @Koni 's comment is meant to tell us... "small changes are coming to NCA as a byproduct of the Foreign Legion" or "wait for another book later this year when NCA gets its turn"
