Saito is just a merc, and as such can be used by anyone in a game with SoF mod. There has never been any ties between an exclusive merc mini and any new army featured in an expansion. For example, the first version of Miranda Ashcroft was released as pre order exclusive mini with the Campaign Paradiso expansion book. That book featured the Steel Phalanx and Tohaa armies, yet Miranda found her place later in ISS.
I wonder if Impersonation will become more common? Speculo Agents and the new Tohaa unit would make Biovisors more important.
I’m excited about the speculo agent because the fluff in 3rd Offensive suggested they aren’t CC-oriented. It’ll mix things up in a fun way to use that skill for troops that prefer ranged combat.
LE and general release minis are almost never just an arm swap. It happens with TAGs because that's easy and doesn't waste an entire mold, but I don't think any of the smaller general release minis have been an arm swap from an LE. That doesn't necessarily follow.

I thought most of them were arm and head swaps? I was thinking specifically of Van Zant, the Unknown Ranger, the Krakot, Joe Turner, the USARF Spec Ops dude. I've never actually built them so I could be wrong but I was under the impression they were all just swaps.
I think the ITS and event minis are often swaps, the pre order ones such as the Brawler and Joan are often whole minis.
