yep it does suck. it really is just an anti-repeater of all kinds. with some use against tinbot and antipode.

edit: actually works against the other control device too. And also works against hacking device itself, although in my experience you have better program against hackers, but against some REM you may as well blackout (Gotcha still lets hacker use the immobilized repeater).

It must be something weird from how the wiki generates the backward links or something.

Hacking Devices (not on the list) have "Comms Equipment" tag on their page, and the link goes to /en/Traits. Code: {{Template:SkillBoxLabels}}[[Traits|Comms Equipment.]]

The Control Devices have the whole massed together tag list going to /en/Labels. Code: {{Template:SkillBoxLabels}}[[Labels|Comms Equipment, Non-Lootable, Optional, Prior Deployment]]

Sat Lock, Biolocator are both Comms Equipement as well.

 

I doubt it's generated, it's probably typed out using manual labour.
